po: Remove duplicate Bulgarian, Persian and Russian translations

The attached patch removes duplicate Bulgarian, Persian and Russian translations (they already exist as bg, fa and ru, respectively). This matches the language teams on Transifex.

There's no ru_RU translation in git, and the Bulgarian and Persian translations were already removed in bug 99773.
