Screenshots and Writer test file

Problem description: 
Languages installed English US (default), Japanese, German and Dutch. 
In Calc, Draw and Impress non of the installed is visible when a text in one of the installed languages is selected. See screen shots for all 3 application and 4 langauages.

In Writer 
- Japanese is recognizes and I can select from selection to document.
- English is recognized and I can select form selection to document
- German is not recognized but English. However I can select from selection to document
- Dutch is not recognized and can not be set at all. 
Also here, I attached screen shot for each language and the Writer test file. Test file is default template for Writer



Steps to reproduce:
1. Open the applications
2. Type text in the 4 languages indicated
3. Select text for each language
4. Open tools/languages => look at possible settings

Current behavior:
Language setting only possible in Writer except for Dutch

Expected behavior:
Language setting in all application works according to installed languages

I made some additional test using a longer Dutch text.

Observations: Depending of the selection and the way selections are made Writer recognizes language differently.

Details about the selection and how is was made is in the Draw file, including the results. Results are screenshots showing Tools / language / For selection .

This report covers two distinct problems:
1. Incosistent behaviour of Language Selection UI in Writer, and
2. Missing functionality (inability to specify language) in other components.

1st problem is Reproducible with 3.3.0.4 - 4.1.0.4 under Win7x64. The selection of other language is possible by selecting "More...", but the inconsistent and position-dependent list of languages in the menu is, of course, confusing.

For the second problem (I'm not sure if it should be considered a feature request, given that there is a spellchecking in those components - I would call it a bug) please file a separate report.
