The Telepathy specification doesn't currently have any way to express many of the modes that users and channels can have, but when it does Idle should do so.

<Tester> we need a "passthrough" for /mode
<Tester> and we need /quote too
<Tester> because random networks have random modes
<Tester> which dont even always mean the same thing
