On my LibO, "deliberates" (a valid word, the third-person singular form of the simple present indicative tense of the verb to deliberate) it flagged by the English (UK) spell-checker.
On pc Debian x86-64 with 4.1 sources updated yesterday, I don't reproduce this. On which env are you? Do you reproduce after having renamed your LO directory profile? (see https://wiki.documentfoundation.org/UserProfile)

FYI, * "deliberates" is recognised as correct on English (US). * "deliberate" is recognised as correct on English (UK), but not "deliberates". I wonder if the English (UK) dictionary takes "deliberate" as an adjective, thus should not have an "s".
Kumāra: I tried with English US (default language). Could you give it a try? About LibreOffice profile, it contains all the customizations, extensions, etc. Sometimes it can contains remnants problems of older versions or problems due to a old/buggy extension. So if you rename the LibreOffice directory profile, LibreOffice will create a brand new directory profile at the next start.

The bug is in the English (UK). So, can you please check that? It's just a matter of changing the language of the sentence/word.
Joren: would you have English UK installed to give it a try? I don't have it, I just have English US + French.
I see. If you're willing, you should be able to (temporarily) add English UK by modifying the installation. No need to download anything new.
I fail to reproduce this, tested using Mac OSX 10.9 with LibreOffice Version: 4.2.0.4 Build ID: 05dceb5d363845f2cf968344d7adab8dcfb2ba71 Local settings English (UK) and text also marked as English (UK). Typing "deliberates" and some incorrect words, result in a red underlining of the incorrect words. Not "deliberates" (which looks correctly). Typing "delliberates" result in a suggestion "deliberates". So I fail to reproduce this.
Thanks. I see that you tested on 4.2, which I've not downloaded yet. I got someone to test this bug on his computer with 4.1.3.2, and he says, "Same here, but it is recogniz(s)ed as a valid word by the English (US) spell-checker." So, I'll see if the issue remains when I upgrade to 4.2. Btw, since the issue is with only one word, I doubt if it has to do with problems in the user profile.
I have the same problem with 4.2.0.4 .deb x86 en-GB langpak running Ubuntu 12.04. Using English (UK). I added deliberates as an additional word to beat the problem. I notice that my Firefox 27.0 as I am typing now also marks deliberates as a spelling error. Have added it to my local dictionary as well. Peter
Thanks for that, Peter. Yes, it's just a matter of adding the word for us. Still, it should be fixed. Although Jorendc and Peter have different experiences with the same version on different platforms, I doubt that the issue is with the platform. My best guess is the English (UK) dictionary lack "deliberates", but Jorendc has earlier added the word in his user dictionary.
Andras: I searched "deliberate" in Opengrok and noticed that it was declared on every English dictionary, except English UK one, see http://opengrok.libreoffice.org/search?q=deliberate&project=dictionaries&defs=&refs=&path=&hist=
