I suspect that in kernel 4.19 power limit decreased in 4 times on Vega GPU
I remember that earlier in the GPU bound scenarios all LED are shining. Now I have never seen more than two LEDs shining at the same time even when GPU is 100% loaded (I see this by HUD monitoring)
I even forgot when I heard last time when turbine roared.

From the point of view of audio comfort, this is all great, but the feeling that video card was became weaker does not leave me, and it upsets. Unfortunately, I have nothing to compare I don't like use old kernels because they have a lot of not fixed old bugs.

Has the performance changed in any specific applications?

I would welcome any increase of FPS since I play on a 4K monitor.

1) Project CARS 2

GFX Clocks and Power:
	700 MHz (MCLK)
	984 MHz (SCLK)
	1269 MHz (PSTATE_SCLK)
	700 MHz (PSTATE_MCLK)
	818 mV (VDDGFX)
	62.0 W (average GPU)

GPU Temperature: 74 C
GPU Load: 100 %

7 FPS on medium settings it's FAIL.
I am sure that Vega 64 can do 50FPS on high settings:

2) Shadow of the Tomb Raider

GFX Clocks and Power:
	700 MHz (MCLK)
	981 MHz (SCLK)
	1269 MHz (PSTATE_SCLK)
	700 MHz (PSTATE_MCLK)
	818 mV (VDDGFX)
	76.0 W (average GPU)

GPU Temperature: 74 C
GPU Load: 99 %

15 FPS on high settings it's better that in previous game, but I am sure that Vega 64 can do 30FPS on more higher settings:

So we see that Vega has 981 MHz instead of possible 1500 MHz and power consumption 76.0 W instead of 240 W.

I can only guess why GPU consumer qualities were reduced.
