Here is a bug reported to Debian's BTS:

I know that there is not many room on us-intl keymaps but it would be nice to
have “ and ” (U+201C U+201D) on it.

What about alt+shift+[]?

Currently I have «» on both alt+[] and alt+shift+[], with:

keycodes:   xfree86+aliases(qwerty)
types:      complete
compat:     complete
symbols:    pc+us(altgr-intl)+compose(rctrl)
geometry:   pc(pc104)

Sorry, I meant altgr+shift, not alt+shift. Attached patch enable this for intl keymaps.

I am happy with that solution. Committed. Feel free to reopen if you want the same thing for alt-intl
