Bug detailed description:

startx,run demos with classic,after a while,it looks like quiet.Almost all Mesa demos cannot run smoothly due to low performance ,for example, arbocclude, cubemap,engine... 

Reproduce steps:

1.export INTEL_NO_GEM=1
2.xinit&
3../(any demos)
