Maybe (and likely) I'm missing something but it seems that gl.h file in 7.2
release is 6.5.1 version (and thus has only GL functionality <=1.3)

Just ignore the comment in gl.h  I don't always update the comments when I make a new release.

The GL/gl.h in Mesa 7.2 #includes GL/glext.h which defines all the tokens/functions up through OpenGL 3.0
