configure won't pass if libcap isn't installed (libcap-dev in the Debian case)

configure WILL pass, but "make" won't pass if xmlto isn't installed.

I fixed the README now to mention the libcap dependency. 

xsltproc is only necessary when you build from the git tree. If you build from a tarball it isn't necessary. The README is intended only for tarball builds.
