pkg-config version 0.25 compiles fine on a system without pkg-config installed. pkg-config version 0.26 does not. Below is the build log with the exact error message at the end.

Given the second line from bottom ("--exists: command not found"), I assume that the newly acquired circular dependency is an oversight, and not intentional.
