This should be fixed with: http://cgit.freedesktop.org/systemd/systemd/commit/?id=8577e67245fc5d38bfdc32349388769895202bc4 I can't tell which revision that patch came in, but I can tell you today in systemd 215-4 on Archlinux, quiet shutdown still does not work.
