I haven't yet debugged exactly what path this is or where...but I suspect this change is going to need more auditing of other callers.  For example `mount_cgroup_hierarchy` looks like it's buggy now.

This regression should now be fixed in git with b604cb9bf6a ("core: mount-setup: handle non-existing mountpoints gracefully").
