Commit e792e890fe8343b922542f52af09e058f8fa85ab
introduces a bug which prevents nfsroot (diskless) systems from booting.

The error message is:
[!!!!!] Failed to mount API filesystems, freezing

Reverting this **** fixes the issue.
Whoever thought that "eating up ENOENT" is bad did not think about diskless systems, it was there for a reason.

Please revert or provide a better mechanism for diskless systems.
