Those translations are empty anyway, so they could be deleted as well. I would appreciate this bug being fixed, because those codes are causing garbage entries on l10n.gnome.org. Attachment 129511 [details] pushed as caf490f - po: move Bulgarian and Persian translations to correct language codes
