po: move Bulgarian and Persian translations to correct language codes

The attached patch moves Bulgarian and Persian translations to correct language codes (bg and fa, respectively). This matches the language teams on Transifex.

Those translations are empty anyway, so they could be deleted as well.

I would appreciate this bug being fixed, because those codes are causing garbage entries on l10n.gnome.org.
