The "CGSM" capability reported via AT+GCAP tells us that the modem is a 3GPP device; and that doesn't necessarily mean it's a GSM/UMTS device, it could also be a LTE-only modem. I think we should leave the initial assumption that CGSM means GSM/UMTS, but then, once we have loaded more specific modem capabilities with AT+WS46=?, we should fix that original assumption if the modem reports LTE-only.
