Tested with pdftocairo 0.48.0 and compared against Adobe Acrobat.

In the following file, on page 13, there are several cards.
On every card, the top (assuming correct orientation) of the text in each of the large blue boxes appears blurry instead of solid black.

I think the blur is something that should be behind the text.

For comparison, this is what I see in Adobe Reader 11 on Windows.  The fade-out effect is subtler, barely noticeable at lower zoom.

I can confirm that the blur appears in Adobe Acrobat Reader DC 2017.009.20044, but it is much less noticeable.
