Can you try the latest spice guest tools? https://www.spice-space.org/download.html
I downloaded drivers and guest agent from https://fedoraproject.org/wiki/Windows_Virtio_Drivers, latest version, and the RHEV Spice Agent from spice-guest-tools-0.100.exe
Can you please try the latest spice guest tools? https://www.spice-space.org/download/windows/spice-guest-tools/spice-guest-tools-latest.exe
Ok. I installed the drivers from https://www.spice-space.org/download/windows/spice-guest-tools/spice-guest-tools-latest.exe and especially vdservice.exe (11.4.2016). No effect on the problem !
