With telepathy-idle 0.2.0, the following GNOME channels on GimpNET (see https://wiki.gnome.org/Community/GettingInTouch/IRC) are not discovered by at least two Telepathy clients (Polari and Empathy): #engagement #gnome #gnome-art #gnome-design #gnome-hackers #gnome-shell Polari logs the list of channels returned by Telepathy (journalctl -p 7 -t org.gnome.Polari) and they are missing there as well. Manually joining any of the channels in Polari or Empathy works fine, and all the other listed GNOME channels are returned by Telepathy and shown in the clients. Is it just GIMPnet that its failing to browse rooms on? Or other IRC servers too?
I don't know - I've not noticed any other "missing" rooms on e.g. Freenode, OFTC but on the other hand I'm not a very heavy IRC user.

I think the problem is just IRC. I tried using two different IRC clients, erc in emacs and konversations and the listed channels didn't show up in the list with them either.
I don't think telepathy can do anything about flaky servers. I will go forward my answer to polari and get their opinion though.
