udev rule patch

We've found that Zigbee dongles by Silicon Labs don't work properly on desktop distros containing modem manager. They are getting tagged by Modem Manager as devices that can be managed, but this isn't actually the case.

Userspace applications fail to work with the dongle due to this.

Ignoring the device in modem manager via a blacklist rule solves the problem.

Pushed to git master, mm-1-6 and mm-1-4, thanks.
