igt/pm_rpm/basic-pci-d3-state and igt/pm_rpm/basic-rte requires DMC. And according the dmesg one has "Failed to load DMC firmware"...

[ 19.792864] [drm:intel_csr_ucode_init [i915]] Loading i915/cnl_dmc_ver1_04.bin
[ 19.796818] i915 0000:00:02.0: Direct firmware load for i915/cnl_dmc_ver1_04.bin failed with error -2
[ 19.796885] i915 0000:00:02.0: Failed to load DMC firmware [https://01.org/linuxgraphics/downloads/firmware], disabling runtime power management.
