I got a request to make swr AVX512 builds on Windows:
https://github.com/pal1000/mesa-dist-win/issues/2

After digging into this enough I think it is very hard (cross compilation mess with autotools) or outright unsupported at the moment.

It looks this won't be done. Which means the only option for swr AVX512 windows binaries is Meson build with Mingw. I don't know if this works in practice.
