How to reproduce:

1. Set up two (or more) keyboard layouts
2. Press Caps Lock so that it is on (and LED is lit up)
3. Switch keyboard layout (either using keyboard shortcut or clicking the mouse on the indication)

WHAT HAPPENS: CapsLock switches off.
WHAT SHOULD HAVE HAPPENED: CapsLock state should not be affected.

I think it is rather X11 (xkb input) than xkeyboard-config, what do you think?
