I don't suppose it works better without amdgpu.vm_fragment_size=9 on the kernel command line?
Just removed amdgpu.vm_fragment_size=9 from my grub.cfg, but it does not make a difference for kernels 4.14.20 and 4.15.4.
Still no luck with kernel 4.15.14 or 4.16_rc7. Does anything change if you try the cards in different slots in the motherboard?
No luck either. Tried the R9 Nano in all the 3 PCIe slots (it's an ASUS A88X-Pro Rev 1.02 board), as single card without the other one. But error message stays the same.
Sold the card.
