Since fontconfig 2.13.0 release, the validation of the conf files is broken:

xmllint --noout --dtdvalid fonts.dtd fonts.conf    
fonts.conf:4: element fontconfig: validity error : Element fontconfig content does not follow the DTD, expecting (dir | cache | cachedir | include | config | selectfont | match | alias)*, got (its:rules description dir dir dir dir match match match include cachedir cachedir cachedir config )
fonts.conf:5: element rules: validity error : No declaration for element rules
fonts.conf:5: element rules: validity error : No declaration for attribute version of element rules

Document fonts.conf does not validate against fonts.dtd

The fonts.dtd files misses the new lines in the conf files:

        <its:rules xmlns:its="http://www.w3.org/2005/11/its" version="1.0">
                <its:translateRule translate="no" selector="/fontconfig/*[not(self::description)]"/>
        </its:rules>

        <description>Default configuration file</description>

The dtd file needs some update to take this into account.

Looks like the XML files should have been translated by gettext but weren't?

not expecting to localize xml files themselves. fontconfig reads POs and applications gets translated strings through API only.

When I start some applications on terminal, like Google Chrome, it shows these errors:

Use proper version of combinations for both library and config files. that's not our bug nor an issue originally reported here.

was it? anyway, those warnings and errors isn't our bug. again, don't mix up config files and library. you could still use the older config files with newer library but the newer config files may not works with older library like that.

BTW fixing DTD may shuts up the logs from xmllint though it won't helps for warnings and errors from fontconfig like comment#3 because xml parser in fontconfig itself doesn't use DTD to validate config files.
