IRC is enough for that. Just get a trusted developer to vouch for you on #intel-gfx. Danvet is usually the one granting rights, but you can ask other people if he is not available. You'll need to learn about DIM though, so be ready to learn about it before you push anything.

Could this be used also for granting DK the drm-intel commit rights?

According to new rules in place tickets like this is the way and
it need to be acked by maintainer...
