Driver: amdgpu from Git
Kernel: 4.18.15

When initially booting system (after power on) everything works just fine. Unfortunately on first reboot (without powering the system off) system produces "atombios stuck in loop" message. Please see attached logs.
So far (I have this card since yesterday) I was able to always reproduce it. Current workaround is to power the system off and then on, so you never end up on consecutive boot.

It turns out that increasing Grub2 timeout from 5 to 10 seconds makes reboots also possible.

This seems to be resolved with latest kernels (5.1.8+) although it's difficult to tell what exact change (kernel and/or something else) resolved the issue.
