mesa-git reports Vulkan 1.1.90 on RX560

Must be 1.1.102 here

The version reported by the driver is the one it supports, regardless of what exists out there, so this is not a bug :)

It is possible that the driver already does everything required to support a higher version, but this hasn't been verified; once it is, the version will be bumped appropriately.
