I've run the 2 tests in a loop (while true; do ./i915_pm_rpm --r *-planes-dpms; done) on an ICL-U with the latest drm-tip for close to 3h and the issue never appeared. We could've fixed it with all the uc rework going on lately, but hard to confirm until we re-enable GuC loading by default and do more runs on different machines.
