Fluid is default gui designer for FLTK toolkit (http://www.fltk.org) that comes with FLTK distribution. Here is provided mime type for it's textual .fl file, providing x-fluid mimetype. I tested it and after database update, application correctly recognize and reports .fl files.

Created attachment 14093 [details] Fluid mimetype (fixed) Attached fix; removed xml:lang from <comment> tag.
Please provide a patch to shared-mime-info, not a stand-alone mime file. Also: - the description doesn't actually say what the file does (is it an interface description, like .glade files for GNOME?) - what applications can open those files if any? - please provide a file to add to the test suite

Yes, .fl files are interface files like .glade for GNOME or .ui for Qt Designer. They are opened by fluid, an interface designer that comes with FLTK library. I attached patch against latest database and test file for the suite. If you need more details, I will happily provide them.
