BUILDING in xc toplevel reads:
"Check the configuration parameters specified in the xc/config/cf/README."
However it is not clear from the context if this should be performed always
or just only "If you do want to make configuration changes,", as written above.

Shouldn't this be closed? we're modular now the new instructions for building X 
are on the wiki

We're still doing at least two more monolithic releases though (6.8.3 & 6.9), 
to which this should apply.
