In certain textboxes, fontconfig will render certain strings of letters (such as "ff") in a strange manner.

Fontconfig doesn't render text.  What you see is caused by older versions of FreeType not correctly recognize Latin glyphs in the autohinter.  This was fixed a few months ago (~Nov 08).  Please retry with latest FreeType.  If that also fails, report this to your distro.
