There is a bug, so radeonhd driver misidentifies dvi2vga adapter as dvi digital display.
Radeon hd 4850, radeonhd 1.2.5, DVI display connected to first dvi port (closest to mainboard), and dvi2vga adapter sits on second dvi port, and no displays connected to it.
When I installed radeonhd 1.2.5 (used fglrx previously), booted os and got resolution - 1152x864 (My display native resolution - 1680x1050). 
those resolutions was available for choose in gnome's resolution change app:

   800x600        
   640x480 

xrandr showed me this

then I unplugged DVI2VGA, and was able to change resolution to 1680x1050

There is no easy solution for your issue. Though some reordering the way HDP, Sense, and DDC is used it might be possible.

Not exactly sure whether it's worth the risk of regressions, though.

Does this issue occur with the preferred ati driver (xf86-vide-ati)?  If so, please move this to the Driver/Radeon component.  

Development of radeonhd has pretty much halted and development focus is on the ati driver.  Please see http://www.x.org/wiki/radeonhd

If the issue does not exist in the ati driver (or if there is no response to this message), this bug will be closed as WONTFIX unless someone contributes a patch.

Closing due to lack of response.  Please reopen and move to the Driver/Radeon 
component if this issue persists with xf86-video-ati
