README doesn't say what the user should do if he wants to install the X.org
monolithic tree.
There is a file called BUILD in the tarball, but README mentions some online
documentation sources:
"Pointers to additional information
The documentation for this release can be found online at the X.Org web site
<URL:http://wiki.x.org/>."

Installing X.Org is the action most users are supposed to do with
downloaded X.Org source tree.

Proposed solution:

1) Determine which documentation, whether BUILD or the online one is intended to
serve as a step-by-step installation guide for general user public. 
2) Write something like this into the README: "If you want to install X.Org, do
what is sais in BUILD file" or "If you want to install X.Org, do what is said on
URL [...]"

The proper build instructions for Modular are here:

Monolithic is going to fade away soon. You can still build it, but it won't be 
updated anymore.

Monolithic Xorg development is dead. Long live modudular Xorg!
