1) Why are these entries needed?
2) Do every new nonlatin font need to be added this file?

The problem should be more Fedora specific since the guidelines says that CIJK config files should have same or a lower priority than 65-nonlatin.conf. thus the above entries prevents overriding the order of the fonts from other files unless that uses the strong binding.

Though we've had a kind of hack to avoid giving a priority 65-nonlatin.conf by the order of the filename.

As we know Indic rendering is still not stable and still many bugs are coming regularly.

Each font contains lots of GSUB and GPOS rule even presently tracking them for some of the issue becomes difficult, so merging all them together will make it even more difficult.

So still prefer having it individual.

We tried that for Samyak fonts, we only did merging once and never touched that again even after updating individual fonts few times.
