patch adding uninstalled.pc file

In our build system we build other modules while pycairo is not installed.  The attached patch adds an uninstalled.pc file, much like many other modules have.
This allows pycairo to be built against even when it is not installed.  You can refer to the pkg-config manpage for more details.

Can this go upstream.
