First, the ipa.scm is missing ipa characters that are already on normal keyboards, e.g. "p". Secondly, more IPA characters, modifiers and diacritics are missing. As the ipa.scm imported the sequences from gtk+, it has the same bug (see http://bugzilla.gnome.org/show_bug.cgi?id=164926).
