devices with axes but only joystick buttons (> BTN_JOYSTICK) end up having no buttons at all, evdev skips the initialization for those.

TODO:
- query which of those buttons are there
- find out how to map them, especially if BTN_MOUSE buttons are there too.

it's 2016 now and this hasn't been fixed. Say hello to my friend WONTFIX.
