"You may duplicate this functionality by opening the New York State Board of
Elections Voter Registration Form at
http://www.elections.state.ny.us/NYSBOE/download/voting/voteform_enterable.pdf

All of the form elements seem to behave correctly except for the Select form
element used for selecting the county which you currently live in. When
clicking on it you can scroll through the options but upon clicking on one it
will only select the top most element. This bug leaves the element unusable.

This bug was originally reported in the Ubuntu bug forums at:

In addition, I would like to add that the scroll bars for the item selection
can get in the way of the selections because the form element does not drop
down.  Only if you zoom in can there be enough room to see the option values."
