I just discovered that xvinfo claims the maximum size for XVideo is less than 1600x1200, the resolution I was using. If I drop down to 1280x1024, xv seems to work just fine. Is this a limitation of my hardware, my configuration, or the driver?

There isn't enough bandwidth available to use the overlay in modes above 1280x1024.
Correct. It's bandwidth limitation of the chip. Closing this bug.
