I heard DConf and DBus will be tightly integrated for configuration needs... will it be possible to implement a way for PackageKit to edit these values as part of its install process?

KDE/Gnome both use DBus, so idk why they wouldn't use DConf if it meant standardization, and with ideas from DebConf, I think it could become a very useful interface system-wide. I believe it is in the scope of PackageKit because you're editing the package, but the method for obtaining the package and managing its state should be left to the native Package Management System.
(dpkg/rpm/conary/etc)
