Add Win3PrintingSurface class.

Printing with Win32Surface creates very large file sizes. This has been fixed in cairo by adding  the cairo_win32_printing_surface. Please add Win32PrintingSurface to pycairo too.

A new Win32PrintingSurface has been added to the git repository.
Some testing of the code before the pycairo 1.8.10 release would be useful.

Thanks for testing. Win3PrintingSurface is in pycairo 1.8.10 which has just been released.
