When I set only OffTime (in ServerFlags) (and don't touch SuspendTime and StandbyTime)
xset q shows impossible configuration: Standby: 600  Suspend: 600  Off: 60

Moreover, monitor turns off after very strange timeout: about 7.5 minutes. Not 60 and not 600 seconds.

Xorg also allows direct impossible configuration in ServerFlags:
"SuspendTime" "2", "StandbyTime" "2", "OffTime" "1"
In this case monitor turns off after about 80 seconds.

Mass closure: This bug has been untouched for more than six years, and is not obviously still valid. Please file a new report if you continue to experience issues with a current server.
