[The issue originally came up during the early development&testing stages of the unified Xorg server] The "twm" window manager normally manages all screens on an Xserver, however it does not really make sense to run a window manager on the print displays. Ulimately it may even case minor problems with functionality such as "warping" between screens as the user may end-up on a print screen which is not visible on a monitor. The simple solution is to copy the behaviour of CDE's window manager which simply ignores print screens.
