I use mouse keys since my trackball is broken. Whenever repeat keys are enabled
as they are by default, the mouse cursor accelerates for about a second and then
moves slowly as if the key is repeating. Turning off repeat keys fixes mouse
keys, but makes typing more of a pain. I've confirmed this happens in 6.8.1 in
FreeBSD and 6.8.0 in Linux. I haven't tried 6.8.2 but I haven't seen any bug
fixes (or even reports) for this. The problem seems to be repeatable simply by
enabling mouse keys.

Seems like a straight forward issue.  per-key-repeat just needs to be turned 
off for the MouseKeys

Mass closure: This bug has been untouched for more than six years, and is not obviously still valid. Please file a new report if you continue to experience issues with a current server.
