And a mailing list to be default assignee for all bugs called papyon-bugs

I'm guessing "release upload" means some papyon webspace? If so, then this doesn't seem to have been created yet.

Also, would it be possible to get a wiki too?

You can drop releases and whatever in /srv/www.freedesktop.org/www/software on annarchy.

As for wiki, please just use the main freedesktop.org wiki under http://www.freedesktop.org/wiki/Software/papyon .
