When i start some OpenGL apps the screen starts to turn on and off in a loop and after some time the PC either reboots or locks completely.

I'm running Ubuntu Lucid with xorg-edgers PPA, but same happened on stock Lucid installation. KMS and KWin effects enabled (default).
The radeon driver verion is 1:6.13.99+git20100604.f64bf0de-0ubuntu0sarvatt~lucid.

It also happens when running some games (Yo frankie!), but not 100% reproducible.
Seems more likely when on full screen. I can play nexuiz just fine in windowed mode (at 4-10 FPS but runs).
Once it locked on glxgears when I maximized the window.

A reliable way (100%) to reproduce is:
 *install chromium (i have 6.0.426.0 daily build)
 *run chromium-browser --enable-webgl
 *go to http://www.iquilezles.org/apps/shadertoy/ and choose the Radial Blur preset from the combo on top right
In this case it locked up but didn't reboot.

I'm attaching some log from the WebGL case above, hope I took the right ones.

If this is reproducible on a supported release, it will help immensely if you filed a new report with Ubuntu by ensuring you have the package xdiagnose installed, and that you click the Yes button for attaching additional debugging information running the following from a terminal:
ubuntu-bug xorg
