"Dot Crawl freeze" is not implemented in the driver.

Afaik it _is_ implemented. Note that you need and SDVO TV interface card that actually supports it. The one in the xrandr dump doesn't have any advanced TV properties, so it likely doesn't have the "dot crawl freeze" property either.
