You should install the docbook XSL stylesheets locally. A good distribution should have readily usable packages for that. It is important that the catalogue files are properly configured.
I build systemd-git from aur by yaourt tool in Archlinux. It makes the docbook-xsl as a makedepend. Solved. It is because docbook-xsl don't have xhtml-1_1 but have xhtml.
