Gabble shouldn't subscribe to Location PEP nodes until either AddClientInterest or (for backwards compat) a Location getter method is called. This was the original motivation for AddClientInterest.

We should also implement the RequestLocation method to explicitly poll for a location, so that UIs that want to fetch a contact's location once can do so. With bug 27693 fixed, this would become more important.
